While yes, it would be possible to take a laptop to update the OS and drivers there, the Steam client may be blocked there. Imagine these factors coming into play: A home connection is unstable at times and can go out randomly. I can add to those steps to ensure any pending Windows updates are completed prior to following the Valve provided steps so that the system is in a predictable state.
